The No Child Left Behind Act and Reading First Grant

In the recently adopted “No Child Left Behind Act,” schools that apply for the Reading First Grant must demonstrate that the reading methods used for instruction with their students are research-based. Five critical areas were targeted as crucial to early reading instruction, and must be addressed in order to be eligible for these federal funds. Comprehensive and supplemental reading programs may be utilized to address these skill areas. The five critical areas are:

  • Phonemic Awareness
  • Phonics
  • Fluency
  • Vocabulary
  • Comprehension

Reading with TLC, which is research-based, directly addresses phonemic awareness, phonics, and fluency, and can be used in conjunction with a more comprehensive reading program that also addresses the other critical areas of reading instruction.
